As a noob, I have to sympathize with the OP and agree that I don't like the free stealing in high-sec. This isn't about being a carebear and not wanting to PvP. In a "real" PvP situation, like say, Low Sec, or PvP servers in other MMO's, if someone is being an ass and ganking newbies, then stronger players can go kill that guy and stop him. In Eve high-sec space, nobody can do anything about some guy harassing newbies without being concorded. In normal PvP, if some tard goes around harassing noobs and everyone in local chat agrees that he is being a nuisance, they can gang up and take him out. But in Eve high-sec, nobody can do anything except ask nicely on local chat for the griefer to stop.
The problem is not that some people are "carebears", it's that high-sec is a poor combination of "PvP killing not allowed, but PvP stealing is fine". That just leads to a completely free ability to annoy individual players without fear of retribution from anyone closer to your level. This is compounded by the fact that high-sec is every new player's first experience of Eve, where most people would agree a little carebearism is important until they get a decent understanding of how to play.
I understand that there are "solutions" to defending yourself as a newbie, like "Join a really strong PvP corporation that just happens to have a ton of guys in battleships hanging around 1.0 starter zones who will protect you from griefers and fly out to get revenge within the 15 minutes of criminal flagging you have on you", but that's not really a solution that is available for 99% of newbies.
The people griefing newbies are doing just that: griefing. It's different than being a legitimate pirate where you have something to gain by killing people, or being part of alliance wars where people know what they're getting into. Griefing noobs who are just getting into the game is only hurting Eve and stopping people from subscribing. I think a few rules put in place to protect the noobs would be a great thing, and I think CCP could figure out a way to do it without harming all the "legitimate" thieves out there.
